What is the UPSC Board looking for in Interview / Personality Test? by Anil Swarup, IAS Retd.

  • Shri Anil Swarup is a revered Civil Servant who held several key portfolios during his illustrious career. He is also author of the bestseller 'Not Just a Civil Servant'.
    In this video, Shri Swarup provides insider viewpoint towards what exactly the interview board seeks to find amongst shortlisted candidates while performing the Personality Test of UPSC. With utmost clarity he elucidates the key factors those may eventually result in the candidate being selected or rejected during this crucial phase of UPSC examination.
    Some of his extremely important suggestions include:
    What is the Board looking for?
    1. It is a “personality” test and not an “interview”
    2. The focus is NOT on knowledge but on:
    : Articulation
    : Logic
    : Rational expression
    : Coherence
    3. “Positive” attitude and approach to issues
    4. Awareness about recent happenings
    5. Awareness about the places of stay
    6. Hobbies
    B. How should you prepare for the test?
    The objective should be to improve articulation and awareness
    1. Read Editorial articles in papers like “The Hindu” aloud and subsequently express it in your own words. (Tape both to discern problems and mistakes)
    2. Constitute small groups with other aspirants and hold group discussions on current topics with each one first speaking on the a selected topic and then others providing their views
    3. Mock interviews
    4. Study the details about the hobbies indicated, places of stay, education and existing/past profession(s) and why do you want to switch
    5. Brush up the details about the subject opted for in the context of current happenings
    6. Develop in-depth understanding of the current affairs through newspapers and articles
    C. What should you do at the time of the test?
    The candidate is not supposed to know all the solutions to the problems that beset the country or an institution but the approach he adopts towards finding a solution is important
    1. Dress normally in clothes which you feel comfortable in. It is not a beauty or fashion show.
    2. Listen attentively to questions and observations. Do not interrupt in between even if you know the answer.
    3. Do not attempt to win an argument.
    4. Understand the difference between “facts” and “opinions”. Don’t guess on facts.
    5. Opinions should always be backed with facts to validate them but always leave an “exit” door by using the phrases like “based on the limited information that I have”, “in my opinion”, “probably”, “in all likelihood”, “perhaps”. There are no final answers/solutions available for most of the issues and you need not convey this “finality”.

    Gist of lecture:-
    1.Be logical, whatever standpoint you take support it with some reason.
    2.Coherence:- don't say something and turn back later..
    3.Reconcile:- try to look into the issue in question and take a balenced standpoint...
    But first of all learn to use language and play by words ,it helps everywhere...

    Whether it is the Kashmir issue or any personal problem. The best way to approach a problem is to first identify the root cause of the problem and then come up with a plan to address it. It is also helpful to gather as much information as possible about the problem, consider potential solutions, and then choose the most effective course of action. It is also important to be open to new ideas and approaches, and to be flexible in finding a solution. Finally, it is essential to have a clear and specific goal in mind, and to be persistent in working towards a resolution.

    My mornings often falls at afternoon or sometimes evening, so I made a girlfriend who used to wake up 5-6 AM daily. Now she wakes up 10-11 AM. I think I messed that up, I needed that lovely piece of advice 2-3 years back then.

      What i believe is ...to make kashmir an integral part of india and getting the support of our kashmiri people ..the first thing we should do is placing it equally with other states....here equally doesnt only specify giving them just adequate money for their development but here with the word equality mean "equality with justice" ...as we know kashmir is far behind many of our advanced states so we have to first make adequate provision to bring it at the level of other states ...so we have to make a little extra what we do for other states ....alloting them extra money and means for the development...ensuring that the people there get proper employment ...poverty is a big problem there so we must ensure that proper infrastructure should be made there so that companies invest there n we know when companies start investing at a place then our work is half completed there would be employment ..markets...roads...proper infrastructure ...schools n all for the families of those people living there (kind of special economic zones)...then another big problem there is young youths joining terror groups ..so if we solve the employment problem there then the hope of youths will be restored in our government and thus we could get two benefits from here .....providing proper education should also be the main focus of our government because no education means no skills and for getting employment in a respected field you must get proper skills .....then at last there should be an open session of talks of officers n ministers with some representative of people every month....to ensure the development of works going on there ....if we will show such type of concern then believe me every resident of kashmir will be contented and we will be able to solve most of the problem out there😊😊😊😊

      Kashmir problem has only one solution ,and that's to divide pakistan in three parts, uniform legitimate education policy in India,if gov allows madrasa as an educational institution ,then even you can't solve problem in next 1000 yrs...

      poverty is not a problem in kashmir and if poverty promotes separatism, bihar would be demanding independence.
      literacy rate of kashmir is higher than national average so is their human development index.
      so all these development and development only will not solve the problem.
      you talk of equality, kashmir was given special status, more than equality, it got more money that it required(thats other thing that big chunk of it went into pockets of politicians of kashmir who then used some part of it to promote militancy so that kashmir remains unstable and their "source of income" remains open).
      and your version is also narrow minded(please don't get offended).
      you clearly ignored pakistan factor.
      why would pakistan allow you to do all this.
      they are have interests in kashmir and china too(in fact china has much larger stakes in kashmir now than pakistan. especially gilgit baltistan area).
      So they will keep doing their best and flow of money to support insurgency will continue from their side.
      you may call me anti national but I have to admit that pakistan is far better in propaganda warfare, psychological warfare, information warfare, hiding truth, distorting facts etc that us.
      It was seen in aftermath of balakot strikes, pakistan successfully convinced not only major international media houses
      but also some of our Indian people that nobody died in air strikes, no f16 was shot and they shot down 2 IAF jets and pulwama was not their work(this last one was accepted by large number of Indians).
      only recently their cabinet minister accepted their involvement in pulwama terror attack and yesterday their top official accepted that 300 terrorist died in balakot airstrikes.
      even pakistani plan of countering cold start relies heavily on using psy war and propaganda war through ISPR
      so they are better at it at the end of the day.
      also their experience in proxy war and supporting insurgencies is unmatched(only maybe US and former USSR had better capabilities).

    I want to ask one question, why despite having prestige, good salary , an IAS or IPS become corrupt ? As per my experience each one is corrupt. Do you not think that selection process is faulty. Do you believe an IAS has taken rs 3500 from some one ?

    Board is looking for people who can smartly fool others.
    Recently board selected such IPs officer who is young but mad in power and beating, kicking and slapping person. There are also some IAS who too interfering is personal life of common person walking in street. Creating vedios of what they are doing to show case their Bollywood style of heroism.
