In Japanese and most other Asian cultures, it is normal to conform to a certain standard. If you're different, you're considered trouble, and people strutinize you. Sakura was born with half-and-half hair, with different colored eyes. He was different in all aspects, and many kids probably picked a fight with him all the time for it, earning him the delinquent title. He learned that he needed to be strong in order to survive, and no one will regard him positively.
Now he's here in this town that celebrates and treats these Bofurin kids nicely, and it's such a contrast to how he's lived his entire life, that he naturally lashes out against it. It's like an abused dog, really. It's pretty sad, but really deep.

also this anime isnt really like tokyo revengers it has more similarity to mangas that didnt get an anime adaptation unfortunately (but tokyo revengers did) which is in the same genre as wind breaker called delinquent genre
