There's really no solution. i tried gluing the parts together so the flour doesn't come out but didn't work. i suggest instead of cutting the balloon, just make a knot. it won't look as good but its good for stress

Pearly Pinks I managed one... make sure you fill balloon sufficiently and don't cut too much off neck. It will take practice.
