Founder of Tejano settlement was known for a life of adventure

Policarpio "Polly" Rodriguez is said to have been larger than life, a rugged frontiersman, an Army scout, surveyor, public servant, and preacher. Yet, he also founded the first Tejano settlement in the Texas Hill Country in the 1850's.
