They must be expecting tremendous casualties whose replacements can only be filled by a draft.
It's not even that.
Look at how embarrassingly low our military's numbers are in comparison to our country's population and more importantly in comparison to our government's "enemies".
In the history of the country they have never been this low and they don't have nearly enough people to participate in a full scale conventional world war.
