    The expert should be put in jain for wrong interpretation. He don't know the translation and became expert.

    Correct answer - By whom is the pump started
    Q2 Who started the pump?
    correct answer - By whom was the Pump started
    Since the question was Question 1, hence the woman was right.
    By using "was" you are changing the present tense to past tense.
    To maintain the present tense you have to use "is".
