That first raid there is a boss that people farm in that location I was watching a streamer yesterday that was doing that to unlock something… I forgot what he said it was but it stays through the whips but you have to kill that boss like 50 times
I think you need to move around more once you kill scavs/pmc's, since I've heard that scavs will move towards gunshots. I think that's why you're constantly getting swarmed by scavs.
