She is saying that they do leave some fat cells that CAN swell, but you have a significantly less number of cells in those spots that have had lipo. You only have a certain amount of fat cells throughout your life, you don't create new cells so once those are gone, they're gone. The cells around your entire body can still swell and shrink like normal.
