Saskia, part of the problem with Harvey was that people had no cars and pets weren’t allowed on the evacuation transportation. But, yes heartbreaking for the animals.

I am not sure why they call it a mandatory evacuation if people are allowed to stay. In Australia - they will arrest you if you don't leave to keep you safe. If it was mandatory - you'd have no other choice but to leave. What a shame that people who stay behind run the risk of having to be saved which puts people who don't have to be there to be at a risk that they didn't sign up for either.
Because in some cases its not that dangerous I live in Emerald Isle NC on the second row, we had over 25 inches of rain and 95 MPH plus wind but I had no damage to my home or property. It wasn't that bad of a storm don't get me wrong it was terrible but still there was no need for a person like me to evacuate
It is so sad I feel bad for all the people who have to live through natural disasters hopefully everyone makes it okay and pray for those who have died before hopefully everyone will be okay
I would not leave my pets either. They are truly helpless. They would never leave us for their love for us is unconditional. Humans have yet to learn how to love unconditionally. The southeast has always been plagued by hurricanes, but they have gotten more frequent and much stronger in the past decade or two. Yes, this kind of reporting has been going on for a long time.

Being prepared is NEVER a waste of time even if there happens to be little damage. Most deaths happen after the storm has passed due to flooding and falling debris.

_Global warming_ makes such storms more stationary. Prof. Mann talks about it. The Jet streams move weather systems from the West to the East (globally). But the Jet streams have become weaker. Once a hurricane hits land it is supposed to get weaker as it moves over land. -
But there is a new phenomen - the fuel for storm systems is water vapour and due to the unusually warm ocean surface water there is MORE fuel for storm systems and they can maintain themselves longer even when over land.
Happened with Harvey - it rotated over Houston and area. The average time is 28 hours, but Harvey poured down rain over 60 hours. And it continues to get energy and water vapour.
And water is too warm this year as well.
