Yep, this clip is what got me out from behind the drumset at age 42 and tap dancing. That and years of watching Sammy David Jr. sing, play drums, and tap dance on The Ed Sullivan Show. Lots of crosstraining in the old days ;-)
Always remember this Buddy Rich was Multi talented Not only could Buddy tap dance like the best of them He could Sing and Man could he play drums. And and and remember this a fantastic supreme drummer that Buddy Rich was he used those super tap dancing skills to play those amazing drums of his. Tap Dancing and Drumming go hand in hand., You are using those feet to tap and man those hands of Buddys were lighting fast.
It couldn't be 1939 because it seems that they are not twenty years old but much more thirty. So, I may be wrong but I think the year is at least 1949.

Whatever the intent, that moment was the one part of the performance that didn't "land". It felt like a director told Steve to do that, but no one really knew why. It fell flat. I wondered what they were going for. If it was spoken what would Steve be saying? He shakes his head - as if to say "you're doing it wrong", then looks to the band (translation: ____?), then all of a suddent they're side by side, undercutting the story scene they just enacted. It's confusing. It sticks out like "well that didn't work / well that was weird!"

You begin to understand how Buddy held his own in 'I'll Take Tallulah' with Eleanor Powell and Tommy Dorsey's band.

Definitely 2nd half of the '40s, the tune is a bebop number and Buddy only had his own band from '46 on.
