Uhh... it really depends on what is in the 'one spot' Ragnorak needs to at the very least damage an enemy's economy in a really big way otherwise the game just ends. You want to kill of TCs if you can and cut trade... but basically if the eco doesn't get touched all the pop in the world doesn't matter... so long story short, probably not all in the one spot.

Main problem is it's hard to overrun the enemy even with all the rag heroes in the world if the opponent is prepared and has built a million buildings in preparation of ragnarok. So it's possible to defend against the rag heroes just by taking a losing fight and gradually attritioning the rag heroes until your economy overcomes the norse. If the norse player has loads of dwarven augur rams/fire giants and it's a map with low gold then it becomes 100% viable to just try overrun the enemy with all the rag heroes in one giant mob

SoO is too much value in a defence against Norse. You kind of need it.
you don't need the pushing power of Horus axemen in this situation, you just need their anti-infantry damage. Horus doesn't help the defense
