It took me 6 years to process this but Jotaro's punch would've made sense even if he wasn't "Over Heaven" Between the time where Dio OH made his appearance to the Jojos towards the moment Jotaro punched him, he didn't show any feats of invulnerability or invincibility. The World Over Heaven's ability is to re-write reality with his punches, so him punching the Infinite rotation or clashing punches with GER shouldn't be compared to Jotaro's strike to his skull as The World Over Heaven was able to re-write reality for the last two events but Jotaro landed a hit square on his skull, if say the World Over Heaven clashed punches with Star Platinum there like he did with GER, then I can say with certainty that SP would've been blown away.

DIO defeats all the Joestars (except for Speedwagon), and then tells Josuke that his hair sucks. DIO stops time but Josuke got so mad that he moved in DIO's stopped time and punches DIO. That punch was so hard that it beated the Heaven out of DIO.
it's like in fairy tail:final series. Natsu was really angry becuase he think Lucy it's already dead. (and i forgot the enemy name but she can stop time) When she stop the time Natsu is moving in the stopped time and punch really hard the enemy (sorry spoiler)

It took me 6 years to process this but Jotaro's punch would've made sense even if he wasn't "Over Heaven"
Between the time where Dio OH made his appearance to the Jojos towards the moment Jotaro punched him, he didn't show any feats of invulnerability or invincibility. The World Over Heaven's ability is to re-write reality with his punches, so him punching the Infinite rotation or clashing punches with GER shouldn't be compared to Jotaro's strike to his skull as The World Over Heaven was able to re-write reality for the last two events but Jotaro landed a hit square on his skull, if say the World Over Heaven clashed punches with Star Platinum there like he did with GER, then I can say with certainty that SP would've been blown away.
