I for one ask how the victim feels first (in this case Izuku) since their feelings are also what matters, and closely monitor said student for a while. Hes around the age of 16 and did the act around 2 years prior. At that age he definitely has the room to change into a better person, so id give him the chance to do so.
i agree with the comment below me- I think if Midoriya has forgiven him then it's all ok. It's none of the others business. If the victim does bring up the occurrence of the past then yes. Expulsion is the answer. but in this case he has brought it up way later than he needed to if he was really uncomfortable and since it was during middle school which may i remind you is some time ago, i don't think i would have dealt with it with expulsion. Maybe suspension for a while but never this. I do think Bakugou has done wrong and maybe it's the fact that i'm biased and i actually hate Midoriya even though he's the main character- AND ONE MORE THING! this was a minor detail in this little clip- the whole point was that he ended up turning into a villain and blowing up ua- sorry if i sound defensive but since i've been through something similar it really gets in my skin when somebody talks about these things like that. Izuku-chan deserved that... Bakugou made mistakes but thats part of life! Everyone makes mistakes but Bakugou tries to change just like us humans... No one gave Izuku-chan permission to do that.. Bakugou made a mistake sure.. but his mother was kind of abusive and rude towarfs him snd Bakugou didnt know how to fontrol it.
