This Woman Pays Drug Users Not To Have Kids (HBO)

  • For the last 20 years Barbara Harris has driven across the country in a branded RV, advertising her non-profit to drug addicts and alcoholics. Her organization, Project Prevention, pays substance-abusers $300 to get sterilized or put on long-term birth control like the implant, or an IUD. To date, she has paid over 7,000 people, mostly women, to give up their fertility.
    By using cash incentives, she feels like she is stopping a problem in it’s tracks. “We're preventing women who are strung out on drugs and alcohol from conceiving a child,” Harris says, “Nobody has a right to force feed any child drugs and then deliver a child that may die or may have lifelong illnesses.”
    It seems straightforward enough - but the ethical questions behind Harris program are not. Vice News Tonight caught up with Barbara Harris during her first RV road trip of the summer, where she targets areas where addicts or those who know them hang out and speaks to long-time critics who think Project Prevention may be contributing to the very problems Harris set out to solve two decades ago.

      Peter Leopold how can this be cruel and evil? These women voluntarily get sterilized and are gifted $300 for there decision. Nobody is forcing them to give up there fertility for a couple hundred. If this service is even an option for them, likely they aren't in the position to have children and be a parent.

    • @DeepSeas..
      @DeepSeas.. Před 6 lety +19

      KillYourHero92 It's cruel and evil because many of these women are addicted and not in their right frame of mind. $300 to buy some crack for permanent sterilization may seem like a good deal to someone yearning for the next fix, but what happens if they get their shit together?
      Her whole argument is reliant on "choice" and "consent," but someone who's drugged up CAN'T make rational decisions.

      Daniel I understand your point but I still can't agree with your side. I would prioritize the children in the community over an addicts possible future regrets, IF they get there lives together. The women in the video with 7 kids, she doesn't seem to care if she keeps getting pregnant and doesn't seemed concerned about the ones she has either. I personally see that kind of stuff every day. I think it is one of the worst things, seeing a women use her babies to bribe people for drug money. I can't imagine her program making a huge impact but I'm sure it helps prevent some of that.

    • @rebeccamorris2728
      @rebeccamorris2728 Před 6 lety +20

      Peter Leopold I don't understand how a woman with multiple children is going to have so many regrets later if she becomes sterile. How many kids do you have? Is it enough? Do you even HAVE kids? Do they suffer? Are they hungry? Can YOU care for them properly? Just think for a second before you get on your high horse. These children suffer. They are born without from the get go. Who is going to take care of these poor souls their whole lives? Some need constant medical ATTN & live in a world where they struggle just to eat every day. Absent fathers & a drug addict as a mother. Are you going around taking care of these disabled children & their families? I think not. You're part of the problem if you can't sympathize for these children.

The stats do not lie - there are drug addicts of all races and ethnicities. In addition - even though it is not PC to say - a very high percentage of addicted black women have multiple children with multiple fathers in situations in which they are completely unable to support their children. - Barbara is HELPING them, not oppressing them. Having too many children as an addicted single mother with no means of supporting her children is oppressive - to both her and her children! For her, it is economically oppressive and to her children, it is more often than not emotionally, mentally and physically oppressive.

    As a foster to adopted child I am with Barbara Harris 100%. People who do not have the means or stability to have children should simply not have children, and should not subject the unborn to forced drugs or alcohol abuse. Abuse of prescription medication doesn't harm a child in the womb? Meth and heroine addiction has no affect on an unborn child? Where is their proof??? ALSO not everyone HAS to have children. Women aren't just baby machines. Some people know themselves very well and like that one woman said, they know their own limits! Telling them "they just don't believe in themselves" is rude, downright disrespectful and totally invalidates the years of introspection that went in to that person's personal choice. The interviewer implied that if the woman didn't think it was a good idea for her to have a third child, then it was just because she wasn't trying hard enough. Taking care of one disabled child is difficult. The interviewer wants her to have 2 more??? WTH! How thoughtless and arrogant! Especially coming from another woman. Disgusting. What stranger has the right to talk to her like that??? Some people realize that being childfree or to stop having more children is the best decision for them and their own families. Let people make their own decisions and stop perpetuating this unhealthy myth that women who are not mothers are somehow less than, or that motherhood and fatherhood is something for everyone. Some people are just not cut out to be parents and know that about themselves. Let them be and don't pressure people who don't want to have kids into having children. And if you are going to encourage people to have children who do not have the means to take care of them or who will birth children who are addicted to drugs, then like Barbara said, adopt them.

      "Well, MY kids are fine and some kids without drugs are born screwed up anyway. So obviously taking drugs while pregnant has no effect.".
      It's the same with children brought up in broken and abusive homes. Just because Timmy didn't go on a murderous rampage even though his parents beat him and sexually abused him, doesn't mean Tommy won't. Obviously being beaten and sexually abused as a child has no bearing on you growing into a functioning adult. If beating kids and taking drugs leaves their future a toss up because there is no statistical difference between them and kids born to drug addicted parents or parents who beat them, let's all do drugs and beat kids.
      That's basically what she's saying.

I've experienced first hand by having to help wean babies off dope and is an awful experience and I would not wish that on anybody, my cousins ex girlfriend was getting high behind his back and he was to blind to see the signs. there second born was born a meth addict and there third and final baby was born a heroin addict. the boy that was addicted to heroin could not leave the hospital for 6 months because as soon as he was born the doctors had to put him on strong dosages of methodone to wing him off of heroin. after the boy came home it was so hard, he would not sleep or eat for days. All he did was cry and cry and cry. it was terrible having to witness a newborn go through that and not being able to sooth him because his little body was basically asking for heroin.

      Addiction in newborns is a huge problem and an awful thing for a child to experience. No argument there. I'm a little confused by the OP's anecdote though. The word is "wean" which I realize is a simple error but withdrawal does not keep a baby int he hospital for 6 months. There must have been other health issues as well. Meth in newborns isn't really the addiction that is problematic. meth actually causes physical problems for the child and some of them are very serious. I do agree with what this woman is doing as well. It isn't harming these women, it is helping them and it is preventing suffering.

    the last 10 sec of this lady's argument crushes all opposition to her program. its estimated that more than 2.5 million children are homeless in America with an additional 100k+ kids waiting for adoption each year. if programs like this can quantifiably reduce those numbers and the pain and suffering of children born into families, or lack there of, struggling with extreme poverty and drug addiction, then i see absolutely no ethical reason to why this program shouldn't exist. its clear this lady did her part to adopt children born into these circumstances, but she knows not everyone is as generous as she is, this is the next best thing. lets take care of the ones we have and try to prevent the births of children who STATISTICALLY SPEAKING, have a greater possibility of an impoverished, drug and crime ridden life.

    That last question really irked me. If you used to be an addict that was sterilized and turned your life around so much that you're now 100% stable financially, off drugs, and 100% emotionally mature and stable, ADOPT. Giving an unwanted child with no home a loving, stable parent, there's your second chance right there. Family is what you make it, stop romanticizing biological ties.

Not only that, the majority of people affected by the drug epidemic aren’t Black people; they’re white. What began as yet another means of targeted, systemic, & covertly applied campaign to decimate Black Americans has poetically flipped to destroy their very own. During the 80s & 90s crack use was demonized & the addicted were criminalized. Yet now that it’s mostly white people dying in droves from heroin, here come the calvary to save the day! 😂 It’s bigger than this old funny shaped white lady going town to town tryna sterilize certain affected people. @@Courtney-gs3mt It kinda seems as if your personal bias is affecting the way you are taking her statements and projecting meaning into what's being said based on that bias. They were discussing why the woman doesn't regret being permanently sterilized and the reasons why she didn't want to have any more children. When she said she felt like the woman didn't believe in herself, she was pretty much summarizing the reasons the woman gave her. It's pretty obvious that the woman doesn't trust herself enough to have another child, the journalist was simply pointing out the obvious and summed up the reasons she was given, not questioning them. I'm having a hard time understanding just what it is that she said that bothered you so much cuz I didn't hear her say anything that indicated whether she personally agreed with the woman's decision or not, even after going back and watching it again to make sure. She was just asking her questions. That's what you usually do when interviewing someone.

    This is a spectacular idea. I have nothing but sympathy for addicts, having known several myself, but they do not have a right to have children that may very likely have lifelong disabilities directly caused by their mother's substance addiction. I think temporary, long-term birth control like IUDs should be encouraged over sterilization, because many addicts go on to get clean and be wonderful parents. But as long as they are using substances they should be nowhere near children. Get clean, then have all the kids you want. This woman is doing a hell of a lot more good for society than the reporter or any of her critics who aren't actively helping addicts.

It's actually the opposite with the exception of marijuana use, which is a large contribution of African American incarceration. If she has the perception that black people are doing more drugs she is going to be in urban areas where they reside, making this a racial issue.
      She is providing these people incentives with permanent effects. We all know when you're an addict you'll do anything for money, so this permanent procedure providing a large amount of money will be what everyone will go for. This is a racial issue, because of where she conjugates, and she needs to stop!
      I would be in agreement with her, if they were IUD and birth control injections, as they have a high rate of reversibility. What is she going to say to those who are clean now and are ready for kids but can't because they can barely remember signing up to be sterilized PERMANENTLY? She was shunned and guilted for that choice by many family members and 'friends', (one of many reasons I don't put a high value on blood relatives). I don't understand how someone who is pro-choice with abortion can be so against chosen sterilization.
    If I weren't gay I would probably opt to sterilize myself. The only way I can even think about having kids in the world we live in is if I were able to help a child that was already in need of a home. My husband and I are fostering and adopting her as well as her older brother who'll be 2 in November. I would love for that lady at the end who thinks it only affects 3% of babies, to come and meet my daughter and see how she struggles to hit her milestones. I also put my cousin's race out there, just for whoever wants to think this is a racial issue. I wish someone would pay my cousin to at least get an IUD. Both of her children's biological father was her dealer who didn't want anything to do with them, and immediately signed his rights away. What kind of life is that for any child? Shame on you Vice! This is why I stopped following you (thank you, CZcams algorithm). You allow for too much of your bias to seep into your stories!!!

    They should go ask state social workers if they think drug addicts should have kids. Ask them about their clients. I'm very liberal but facts are facts and this piece to me came off as the reporter having a definite viewpoint. It's not eugenics it's people acting irresponsible with their lives which is their choice but providing them a means to not bring other lives into this world that they can't take care of.

      Often it's not even a choice, or it doesn't seem that way. I've known people who were well educated and had a career and it started off with the attitude of, "try anything once," only to find out they were addicted pretty quick and they were never the type of person to waste money.
      These were people more interested in saving for a home or travel, but the drugs are that powerful. They need to be forced to "hit bottom", and if they cannot afford treatment, the next best way to rehab someone is take em to another city or even better, outside a city where they can't catch a bus or cab, delete all contacts from that life from their phone and keep them off social media and away from other triggers, change their number, don't give em money or car access for 6-12 months. Keep em at home and have therapy appointments. Have them take care of a home, gardening, cleaning, etc. and get them back to a schedule.

    I adopted two boys(biological brothers) who were born addicted. I assumed by adopting them and removing them from their biological family’s environment that I’d somehow be able to break certain inherited characteristic traits. My boys cognitive skills totally off. They have absolutely no impulse control. They’ve been in and out of behavior facilities because somehow they don’t comprehend certain bad choices. I’m not going to lie, it’s been hell. I love my sons but it’s been a rough time with them as well. If you’re an addict simply don’t have kids.

    i love how men are commenting on this about a woman’s choice to sterilize when they obviously have no idea what it’s like to go to a gynecologist and request a sterilization. it takes multiple visits and most doctors require a psych evaluation as well before a sterilization. at the end of the day the procedure is entirely based on the doctors opinion. a woman who’s older and has had kids is most likely gonna get one. an 18 year old with no kids and no desire to have them (me) has been denied by 4 different doctors. these men have no idea what it’s like to be a woman and to not have the choice to do what you want with YOUR OWN BODY. this woman is doing an amazing thing and i really don’t think sterilization is the first thing she or any doctor are recommending. the addicts have the option. why are we not supporting this woman’s effort to end drug addicted newborns being in foster care??

      You realize men can be sterilized too, right? It's not unique to women. It can be hard for men to get vasectomies when they're under 30, because doctors don't feel comfortable doing it.

    • @ChrisM-bn5vr
      @ChrisM-bn5vr Před 5 lety +17

      There is a reason why Doctors won’t let 18 year olds get sterilized, it’s because many people both men and women don’t want to have kids at a young age, but a large percentage of them change their mind as they get to their late 20’s or find a partner they really like, and doctors know this. I completely agree with what this women is doing, and support it, but sterilizing a young healthy 18 year old is a completely different situation.
      18 is way too young to make a permanent life long decision like that, your brain hasn’t even finished developing. How could a doctor live with themselves knowing they sterilized someone who might regret it in 10 years because they made a decision when they were still basically a kid. Also it’s not just male doctors who would refuse this, female doctors will too.
      I know of people even in their early 30’s who say they never want a kid, but then they meet the right person and want to have kids. 18 is much too young to make a permanent decision like that and is definitely something you might regret.

    I watched this video a year ago, and am still pissed off about how the reporter treated this woman. She's doing an incredibly good thing for these women and for these children. She stepped up and adopted these children, she's stepping up and actually trying to help solve the problem. Where do these armchair critics who have done little to nothing to help get the gal to criticize her?
    Drugs are no fucking joke. Meth for example, releases almost 200x the pleasure inducing hormones that sex, food or even water give you. That means it's not just about "feeling good", it means these drugs literally reprograms your brain to interpret meth to be more important, and more necessary to life than food, water or sex. An addict's brain interprets withdrawal as more dangerous than starvation, or dying of thirst. These women are not in a safe place in any sense of the word to become pregnant. The dangers to the developing fetus are far more than "3%:", what a fucking joke.
    The foster care system is flooded with kids with developmental disabilities, and that have, by these circumstances, far higher chances of becoming addicts themselves. This program is honest salvation. Full stop.

    • @GoBooYourself
      @GoBooYourself Před 6 lety +43

      She brought up race because of the issue of Eugenics.
      there was a time not too long ago when blacks were the target of forced sterilization by white people.
      Also, there have been cases where white people have used blacks as guinea pigs to study the progression of certain ST diseases.
      targeting blacks for birth control is a race issue but the way this woman is doing it, it is hardly the worst things a person can do for a struggling community and society:
      these drug addicts 1) can elect to take her money
      2) have various options for birth control to choose from
      3) most are already parents
      4) she is actually solving a problem of women having unwanted children they cannot take care of
      so the issue of race is important. most drug addicts come from poor backgrounds and most poor drug addicts happen to also be black.
      there is one other point here that was brought up but never fully addressed and that is the issue of poverty; why poverty disproportionately affects blacks?
      birth control sure helps because nothing makes poverty worse when you add more mouths that need to be fed but we are still stuck figuring out how to solve the problem of poverty.

      The problem with drug addicts is they don't sit there in their house getting high and not bothering anyone. They create mayhem and often do dangerous and criminal things when under the influence. They often cannot maintain employment and will steal and rob to obtain money for their addiction. Lifting the prohibition didn't reduce the number of alcoholics, it just made it unprofitable for organized crime syndicates. Because alcohol is so easily obtainable, homeless alcoholics fair significantly worse than homeless drug addicts, and create more problems. Drug addicts sober up on a fairly regular basis due to the fact that it's not as easy to obtain drugs as it is alcohol. Homeless drug addicts will use this sober time to attend to personal hygiene and personal and business affairs. Homeless alcoholics have access to a steady, unbroken conveyor belt of alcohol. They never sober up and their hygiene, state of mind, and quality of life suffer significantly because of it. They are significantly more likely than homeless drug addicts to completely forgo personal hygiene and care, live in clothes soiled with urine, vomit, and feces, and urinate and defecate on streets, sidewalks and buildings. San Diego is having a deadly hepatitis A outbreak for this very reason. They have had to pressure clean the sidewalks with a bleach solution in an effort to prevent the virus from spreading, as it's easily communicable.

      SepherStar bro 90% of the harm drugs cause is from them being illegal and the cut uncontrolled drugs that are over 100x what they should be out of the black market.. people wouldn't have to steal if the drugs didn't cost more than gold.. also if drugs were legal and sold by pharmacies gangs would not exist anymore! trillions would be kept in our own economy to help our own people.

      Smither Sink if a person does drugs they can't control what they do to others bodies so that logic doesn't make sense

    Considering the effects of mere malnutrition and poor health on the child during pregnancy, I think it's not at least an unthinkable solution to give birth control to women who struggle with addiction. On top of that, addictive traits runs in genes, so it's extremely important that a child who inherits that trait gets the best possible chance to grow in a healthy and drug free enviroment, so they don't inherit the addiction as well. Psychological effects of abuse, neglect and poor parenting on a child's psyche are immense, so it's ridiculous that anyone suggests that a person who isn't able to consent to birth control in their opinion, is able to consent to getting a child or is even able to function as a parent. It's either or. Either the parents are able to decide on having as well as not having children, or they're not. If they're not able to consent to birth control, they sure as hell shouldn't be having kids either.

    As a recovering alcoholic & addict from a privileged background I completely agree. Myself as a recovering successful, productive member of society completely agree. My father is a recovering alcoholic and he has been clean and sober for 45 years. Way before I was born. I know that if I get pregnant, no matter how privileged the up bringing or how loved the child is they have a HUGE chance of becoming and alcoholic/addict. It's a disease, it doesn't discriminate. A person who has no financial back-up, family/financial/medical support should not have to deal with 3 or 7 (not unwanted but a side effect or means to an end) child.
    There are an incredible amount of children out there who have NON alcoholic/addict back grounds. Never mind the huge amount of children born with health/learning disabilities born to addicted parents.
    Yes alcoholics & addict DO recover but most often leave a trail of destruction in our wake.
    I would rather foster & adopt child now in recovery than know I left children behind. Children with disabilities. So unless you FULLY understand addiction you have NO right to judge this woman.
    Yes her method is not conventional but she is DOING SOMETHING. She has cared for and continues to cre for children who come from addict mothers. If you have not done the same.If you are not part of the solution or community you have NO RIGHT TO JUDGE.

    Bless this women. For the past decade my sister has been on and off (mostly on) drugs and during her time she birthed four children. which 3 of them all have special conditions. i love my nieces and nephews but it’s not right for these children to be given such a terrible life. they’ve been in 2 foster homes within the last year while my 60 year old parents are trying their best to receive custody for them. my sister lost custody to these kids after she was tested after giving birth to the last one. through her whole pregnancy she was using crack and still acts naive on why her children are cognitive or physically disabled. these people might love of their children but they are in no way have the capacity to take care of them. Drug addiction is a serious problem in the united states and it’s sad to see the lack of resources there is to help people. bless this women for understanding and being blunt about this

      a lot of people don’t realize that addicts are given multiple chances on getting clean but nearly 90% relapse in 10 years. this is a serious issue and these children shouldn’t be put in foster homes or be in critical conditions their whole life. it’s not fair that these people can decide and suddenly act like they are doing the right thing by keeping the child and ruining the rest of their life while still snorting things. these people are hypocrites. they decide not to have an abortion because it goes against their views but continue to harm the child in their stomach with their ignorance.
