Hello maam.
If there is tie between the penalties, we should not choose either one arbitrarily. We have to choose the penalty according to row or column having the least cost. Kindly include it while explaining.

What if both the row and columns have the same value of least cost?

• But if there is a tie in selection, then we have to select the row or column which contains minimum cost.
• In case there's a tie in minimum cost too, select the cell in which maximum
allocation can be done.
