Priscilla, Not necessarily programming but it can be a statistical software to help your research. And you know as an Economist I learn R basically to help with my data analysis. So those skills will help you to fill some gaps when you get here and also put in you a good position among your contemporaries. If you did computer science, you can still learn more programming skills and better get well equipped with a particular software.
I would advice you consider some external scholarship offers like Chevening, Commonwealth, Full Bright and the likes It’s always hard to get funding to UK

In that regard, each school’s admission and scholarship requirement is normally spelt out…try as much as possible to check them out and meet if not all, the ones you can. Find time and peruse the remaining videos to understand how things work. We have different kinds of scholarships and in US each type have their eligibility criteria, spanning from merit based, need-based, skill-based and the likes. READ!!!
It's not easy to get those scholarships and most criteria don't favor the third country nationals. Most of them are for their citizens because i recently checked US student loan debt. They're using international students money to fund their schools. US is nice country but it's not easy to get the scholarship and I know you paid fees for the first year.

Generally, they are two different individuals but sometimes you might have the grad coordinator being your advisor.
