As a mobile player I can say that if you train enough (and not play on a toaster) then you can be as good as a pc player.
tip:
to become better with mobile you ABSOLUTELY need to move the buttons to fit you the best.

you can't be as good as a pc player. i mean, you can, but the skill ceiling is higher for a pc player due to keyboard & mouse. even if you play four fingers on mobile pc players can tap abilities while moving and not slow down at all, they can have fingers for each specific task and don't need nearly as much hand dexterity. it's easier to turn accurately on pc as well.
also, touch screen is slower than simply pressing a button. you can test this out yourself by doing a reaction time test on mobile vs pc and see the difference. the ability pc players have to move is pretty much superior to mobile players
