Yes I get the idea behind what his mother did if your response was translated correctly, but she is aware he has zero funds ATM after the call, and also before she dropped him there she put nothing in place to look after him, nor did she inform him he was on a budget, she made him aware of this after he called saying he has no money, if she gave him 15000 and he called saying he has less than 1000 it makes no sense how he can survive.
Also who leaves a kid alone with no real instructions to find his school etc (except for just walk in that direction) and he has no caregiver.
She struggled in life so her son can get a good life I don't see why if she has shown him a good life and then she will push this onto him while also low-key trying to limit his dreams in life, also which kids has time for studies when he now has to figure out his food , travelling, working in exchange for food, he also doesn't have a stable WiFi to use the internet as a tool in his studies.
She seems like she just got fed up and decided to rent a place and dump him there.
Also we can see he has some resentment by what he told Kang about her.
But I'm also willing to see the redemption and reasoning behind this decision of mom as the series progresses, perhaps she left a secret caregiver we haven't seen yet and didn't just avoid her responsibility.

i don't think so. some kids need to get shock theraphy for their bad behavior. also, his mom said that he will get his allowance monthly. if his mom keeps babysit him, he will never be responsible. remember he is high school student, not elementary one. if he was elementary school student, then i agree that his mom is AH. but he isn't.
