This seems a bug even in a latest UniFi network Application

Was this by design to force us to use the Hotspot portal by Ubiquiti? This appears to be a bug for sure. Thank you for sharing. Hopefully Unifi resolves this soon.

ACLs now available on L3 switches!
Would be really great if you can put this on your list to do a video about it! (If it's not already)

Yes it's already on my list, but I may start it in several weeks, after finishing several videos which are partially done.

Network 8.1.122 changes the firewall UI for the better so you can see more details in the predefined rules.
With that upgrade, the rule in question is now titled simply Block Unauthorized Traffic.
The rule is present if Show Landing Page is enabled, or absent if disabled (as you've shown).
The VLAN setting determines whether internet access is possible, while the hotspot setting determines whether a user needs to be authenticated in order to be granted the defined access.
Perhaps the UX could be better, but I don't see a bug.

The issue is that wifi clients aren't shown the landing page if hotspot portal is only enabled on the VLAN, and not the SSID.
Typically people would pair these configurations -- making the VLAN a guest network _and_ instruct the SSID to use the hotspot portal.

Partially agree, but my problem with the UX is by default hotspot portal is not enabled. What does Ubiquiti expect guests to do when they connect to wifi but cannot access internet?

Agree, and my comment with the same idea was posted at the same time as yours:)

On one hand, you could say that it's a misconfiguration because if you've defined the VLAN as a guest network then the SSID should be configured to use the hotspot portal. On the other hand, if this config leads to non-obvious client experience, then perhaps an SSID that's assigned to a VLAN where Guest Network is enabled, then Hotspot Portal should be automatically enabled on the SSID.
... or, show the landing page whether hotspot portal is enabled on the SSID or not (since its policies are applied by the VLAN setting).
