Bill lost Francis, Louis and Zoey during the escape from the Military and has made his way here but the guilt of them dying makes him conjure up delusions that they still there with him. Once he gets to the port, raises the bridge and it breaks down, Bill sacrifices himself, still under the delusion that his friends are up on the bridge and says "You guys mean everything to me" or "You guys are the only family I got" and then proceeds to restart the generator.

While this is impressive,where are all the zombie mobs? Do they get reduced when he kicks the bots? Cuz 98% is fighting tanks. The end just doesnt have very many zombies at all.
