It's an old rock quarry used for scuba diving. Not only is there no ramp, the walls are a straight drop. If they'd backed up any farther there was the risk of it taking the truck with it.

I hope that trailer is going to the scrap yard afterwards because it is in no shape to be hauling any weight. I don't think that all three axles are supposed to be on the ground after backing over a hill like that. Unless there are rubber frames that I'm not aware of.
I think this is an old quarry that is now used for recreational scuba diving. I see some buoys floating in the background. They sink all kinds of stuff in there for the divers to explore. I’ve been to one that had an airplane and boats and a school bus etc. Stuff grows on it and fish are attracted.
