Each of the clan members compete 2 attacks each (that's why not all clan war members participate). If a player attacks 2 twice in a 40 v 40 clan war, then 39 clan members are left please, and 38 enemy bases are left to attack. So it's important for 39 clan war memers left to complete two attacks each. It better if each clan attack one Base each.40 clan war members and 40 enemies bases.
