Yes you have to make 6 stars according to league system or higher league . Because after league 15 difficulties increses so you need 6 star superstars or you also need 6 star silver superstars too in league 20 or above
After league 15 your monthly chase character will be difficult by ×3 times to chase or achieve that milestone. And After league 15 new tours may appear for that requirements are only 6 star superstars so you need them for sure
