Tbh for Verstappen to really become WDC once he has to control his temperament a bit. You could see with Vettel for example last season, that where he lost a lot of ground was when he lost his temper.
Schumacher was known to be a dick but it was always very calculated, only when Michael really needed to be. Senna aswell. Verstappen otoh is generally just always a dick, but that backfires more than it does help. (Or in the words of Villeneuve: If you constantly have to go over the limit, you're not fast enough). And dutch Media doesn't help his case, when there is no backlash even though Max hasn't achieved that much so far.
