He swims to the wrong point too btw, and didn't use the motorcycle for some reason. if a guard spots a body then it takes a while longer for the mission to end, you probably kill the dude next to the bike and the jeep coming around the block spots him, if you don't kill him, or if you also kill the jeep dude before he spots the body, the mission will end as soon as "San Andreas" appear on screen
