that ought to be illegal. they should have a rule that the contents must be worth the asking price.
It's actually against eBay terms of service to sell these boxes and when eBay finds out about them they shut them down because you're supposed to know what you're buying and a mystery box prevents you from knowing what you're buying

I'm actually really tempted to do this with all my books. Just advertise them as a random collection of books, put it up for $20 and see if someone wants me to pick what they read for the next month.
