Bywater Gal My theory is that he has multiple personality disorder. He is actually several villains. However, knowing the backstory would ruin the humor in my opinion.
both the villain and his son/assistant were involved in a memory wiping lab accident two months ago and they have been just ad-libbing it ever since: they both have no idea what's going on at any given second. ironically the villain is now closer to his goal then he ever was before, and with near zero casualties. it would have been zero but there was an incident when ordering pizza.

For me this was a joke about the inconsistency the X-Men first class movie caused: it was shown that Mystic and Xavier were like siblings, but they didn’t seem to know each other in the previous films
