Probably because 3/4 of his medals were for relay events, and it's an individual award. One person doesn't win a relay- you have to have a strong team, which China does have. In contrast Wiffen competes for ireland who's relay teams just aren't competitve (I don't think Wiffen is on the team anyways). Also worth mentioning that he's more of a long distance swimmer vs a sprinter. There are far more medals to be won in the shorter distances.

It's just based on a points system, the winner is not picked by people to avoid accusations of bias like this.

Just the total number of gold medals of team China were 23, which is more than the total amount of medals of the USA, with a total medal count of 33. Shouldn't team China be declared the "team of the tournament" or is this some Nato/Western propaganda again?
