Well, it's quite the same logic behind Aaron(Bug type elite four in Sinnoh League) having a Drapion in his team despite Drapion himself is not a bug type pokémon: his pre-evolution, Skorupi, is. Seel-Dewgong is just this logic in the other way around xD

How did you get Glaceon? Is the ice path evo an Emulator thing because usually you have to trade one from the sinnoh games
In the universal randomizer theres an option “change impossible evolution”. Making it possible for me to get glaceon with the dawn stone! I waited that long because I felt that it would be to overpowered.
