Apparently in Japanese, Kamado's accent that breaks through at the end is Kansai dialect, which could suggest that he's actually from Johto, which is the pokemon world equivalent of the Kansai region. I've seen some people say specifically that he could be from Mahogany town, since Mahogany is called a ninja retreat, which would explain Beni, and it's near the Lake of Rage, which could have been where the pokemon that destroyed his home came from.

Honestly I feel it is clearly implied that the commander's partner is dead and got killed by rampaging pokemon in the past.
I believe that the commander and his "problemsolver", that was the best plot twist in my opinion, are the last of an ancient tribe that lived in the Hisui-Region even before the ancestors of the two clans arrived. The region was clearly settled long before as the ruins suggest. When you interact with the statues in the highlands there is the question "but who built them?", I believe this also fits the character of the commander and gives a good and compelling motivation for his actions when he clads himself in steel and literaly walks to war to kill whatever pokemon is at the tempel causing the rift.
It is clearly stated, that the commander and the mochi maker are the last of there people that got destroyed by pokemon. This is the reason why the commander wants to build a new and save place for the people. Also the place of their origin has the same name as one of the ruins in the highlands map. This would also explain why the armour he wears seams to be a combination of japanese and european design inspiration. Compared to the other leaders of the Expedition he is also the only one with a clear japanese inspired background and name. The professor is strait up a person of galarian (english) background as he is speaking english in the japanese and german game versions.
I started today with my japanese playthrough of the game after I finished in german and I have to say some parts in the english translation are very different then the original japanese and also the german translation which I think are interesting. Also, the first street might be named Canalave St but then next street over is named Floaro St.. it's obvious this town doesn't become all 3 cities. They're just particularly important names in this region obviously. Also to note, the whole over world map is actually askew and it's implied that it's changed slightly geographically over the great expanse of time between the 2 games, so you cannot count on map placement as the basis for what city becomes what...

I must say, that after playing legends arceus, I'm even more on Lockstin's side about the time frame of the game.
The whole architecture and even the clothing resembles, what you can find about Japan around 1850 to 1900. It'd make sense, that there are other Pokédexes as well, ride pokémon are already used in Alola. Spiritombs "hundreds of years" would make sense as well, if its just 150-200 years back from today.
The story framework is a colonization effort and learning about "zoology". There are no "farm animal" pokémon around like miltank, tauros or mareep, who should already be domesticated on the main land. Also we get a Petitlil to craft a known remedy for the psyduck.
I do not really see a reason to say it is way earlier... We can buy dress suits and "modern" shoes for arceus sake.

Yeah, and the stuff that's modeled on the more Western style looks like it's from the late 19th century. Probably near or during the second Industrial Revolution (even though it obviously hadn't made it to Hisui yet) because the Galarian Weezing on the headquarters is based off the smokestacks from old coal plants.

Given the level of technology and the slowly improving relations of the Diamond and Pearl Clans, and the Galaxy Team, I feel confident that the game takes place in the early to mid 1800s. Allow me to explain:
Photography as we know it today got its start in 1839, and barring Professor Laventon's steampunk Kodak, the photographic technology lines up well. The Galaxy Team also appears to use electric lighting, albeit an early iteration of it. I also believe that gunpowder had been invented, due to the firework shot that fires out of Pokeballs to signify a Pokemon having been caught. Maybe guns just don't work well on Pokemon. Finally, we have the aftermath of the events of the game. Since the Temple of Sinnoh was destroyed, and we as the player discovered that no entity known as Sinnoh exists (instead being Arceus, then Dialga and Palkia), the Diamond and Pearl Clans, with the Galaxy Team, decided to rename the Hisui Region as the Sinnoh Region, and to rename the ruins of Sinnoh's temple to Spear Pillar after the events of the game. This would reflect Hokkaido's renaming, which happened in 1869.

Also just generally the outfits that Laventon and Cogita wear are victorian era esque. Which was in the 1800's.

Here's my theory: the stream separating Canala ave from the rest of Jubilife Village becomes a much larger body of water separating the two portions. Jubilife Village develops on its own, Canala Avenue develops into Canalave and Sandgem Town develops on the Practice Field (note how neither Sangem Beach nor Prelude Beach contain any wild Pokemon

In jubilife village farm there's a guy named "Leif" he's from the kanto region. He mentioned something about the people over there catches and train pokemons. I think it's a nice nod to the original red and blue versions.

33:00 Copperajah sword Pokédex entry: “They came over from another region long ago and worked together with humans. Their green skin is resistant to water.” That means that the professor isn’t from galar but rather this region we have yet to explore in the games.
