Sonic could still run powerless, it's the shoes that make him go fast when he's powerless
Not really as shown in the fleetway comics that when Dr. Robotnik stole Sonics powers making him slow despite the power sneakers still on him.

This is inaccurate because Shadow and Silver don't have Sonic's abilities and they can destroy robots and spin dash, those are just normal things hedgehogs can do on Mobius so all this would do to Sonic is just turn him brown and slow him down (I didn't mean to make that rhyme XD)

Actually , sonic was even faster then the speed of sound before he was blue , you should read the sonic origin , people mistake saying that sonic got his powers after he got blue , but that is not true , sonic was almost as fast as speed of sound when he was brown
