Why are you contradicting his score? He is worth it, I think. Maybe his sentences are short and ideas are simple, but his fluency and pronunciation is very good. He is using connected speech like natives. He is trying. I think he deserves this score.
When I took a test in British council, I gave a very-very simple speech. There were a lot of pauses, no idea, no B2 vocabulary, no complex structre, pronunciation is not very good. But I got 6 in speaking. This means such kind of applicants like this guy can get 8 easily.

I mean they can do whatever they like they don't need to consider some tactfulness for instance it may not matter to them if home is mess or not or they can study loudly or watch tv until late at night. But when they live with a roommate, their freedom will decrease .they should respect each other's rights and taste.

I think, the examiner was in a good mood therefore she gave him 8 band score. Because, in this video he is not speaking like a person who definately deserves 8.
