Have you modded the traders? I thought they were all supposed to spawn in the same Biomes every time and its supposed to be Joel in the snow and Jen in burned forest.

There is a warning on the random generator screen about breaking trader progression. I have also modded the rwg_mixer file to adjust how the cities spawn. That might have something to do with it.
