He seems like an average superhero in TAS, but by JL his loyalties seem to purely be for Atlantis, and he looks and acts its like he wasn't even raised on the surface world.

As far as I know, he can perfectly control or communicate with marine life, but his telepathy is far more limited with anything else. I do remember him telepathically giving a human a seizure though, which is pretty fucken metal.

He is descended from Poseidon the God of the Seas that controls currents and waves. So I think it was a good enough excuse given the historical background of the character.
