The US also has the issue of these places not being in a walkable distance, bc everything is built for cars. the solution to library fines is no fines, a pause on borrowing on your card until you return overdue books, and the solution for replacing books should be dependent on the person's financial status. library fines hurt the homeless and people with low incomes who depend on libraries for a lot more than just books. eliminating fines and replacing them with a system like this, where the punishment is related to the library itself and not money, has been done and works!:)
