How about a mixture of both your ideas: marked for death to prevent steve from picking up. Then proceed with Bill as shown. Hulk then tosses whoever activates first from the point he is standing. Then it doesn't matter if Bill lives or dazes, Avengers can only score 2 points.

What a about Marked for Death on Steve, move next to Steve, throw him away, move Bill on Hulks Secure.
Steve is out of the game, Hulk can go displace Gamora
And Bill is effectively body blocking landing zones for Sam/Steve if they wanted to get the core.

Thats a great way to do it. We were mostly afraid of Bill getting downed. But Sam could not reach the core anyway
