Technically, wind does not have any significant effect on radio waves, as it is a form of radiation that does not require a median to flow through (but will bounce off of) and any air particles are far to small to be noticeable. Rain technically would have an effect but due to how tiny water droplets are, the effect is also practically un-noticeable. Usually the only things large enough to make a difference in radio quality would be earth, such as a mountain or going underground, and distance. I think the main joke was that he thinks that's how radio waves work, like smoke in the wind, but that is just silly lol.
When I was in college radio, I used so many clips from this episode for promos, and liners. There is so much gold in this episode for a radio production manager.

Some of the best scenes were done through clever innuendos that you really have to look for - Peggy sends Cotton a fruit basket that’s all oranges except for a banana and two kiwis arranged to look like a penis at the top; Hank complains about Dale shaking the camera, to which he replies “Just think of me as a human tripod with an invisible third leg!” - There’s jokes hidden everywhere, you have to watch it with a really sophomoric sense of humor.
It’s like Mike Judge made Beavis And Butthead with an overt sense of humor and two really immature teenagers, and then he made King Of The Hill WAY more subtle and full of subliminal messages with this square middle-aged guy. I loved both! Silicon Valley blows though...

The funniest part of this entire bit to me is that Octavio's radio station consists of him rebroadcasting the signal from an existing radio station.
That transfer from Dale's basement to Bobby's room was pretty clever.
This reminds me of that episode of Malcolm in the middle where the dad personifies kid Charlemagne and does a pirate radio.
I live on the West Coast, and on a really clear night, Dale's channel came in clearly. I learned a lot listening to his thoughts.
