Not with an OVERgrip. (although I have also seen people apply them directly on the wood for a super thin/hard grip)

lots of rackets still have a wooden frame, water/sweat coming into contact with the wood will cause it to swell and be uneven.
So yes, electrical tape is good

Starting with the tapered end IS the conventional way.
