They both scared to lose to each other

Neither was scared. They simply had diverging agendas or time lines. Before now (before he lost twice in a row to Usman), Masvidal had achieved great fame, giant money fights (esp. after KOing Askren with those iconic flying knees, in less than 5 seconds). Leon was not known at all (to fans, even though most analysts knew of his very technical fighting style), so, before now, Masvidal fighting Leon (whether Leon was ranked #12 or #3) wouldn't have gotten him any thing, except maybe an unceremonious defeat (Leon fights like WB: very elusive and defensively excellent).
NOW, Leon didn't want to fight Masvidal, because winning over a #7 37 year-old Masvidal, who, again, has already lost 2 straight fights against Usman, wasn't going to get Leon any closer to the title shot (very much like his fight & win over Nate, the 35 year-old veteran). So, Dana HAD to step up and tell Leon: boy, I personally promise you the title fight, if you take this fight against Masvidal and score a "W". Further, I will pay you over $700K ($350K to show and $350K to win, or something like that). That's money Leon had never earned in all his previous fights.
