Because official dive watches are supposed to rotate only in one direction. When professional divers start a dive they set the time by rotating the bezel for the set number of minutes. If they bump the bezel onto something underwater it will move reducing the dive time which is safe but if the bezel rotates in the opposite direction while bumping that adds minutes to the dive which the divers may not be prepared for and that's life threatening
It's a basic watch like others in the range with basic functions but for that price it's a good buy. If you had to pay full price then you have better options
