Actually the english voice of Athena was done by the original Japanese seiyuu

I feel like XII had some good ideas, but executed them terribly.
I believe they skipped from 11 to 13
SNK wants us to forget XII as much they want us to forget K9999
The wildest part is that like, it's not like rookie/low budget voice casts are even the problem; some of these voices are pretty good, actually. The thing is that what makes a dub actually excel (even if you have an all-star cast) is direction. The direction here is TERRIBLE, all over the place. Kim's is the funniest example, going from a perfectly fine deep voice to...whatever the hell those attack sounds are. Then you have the weirdness with translating certain phrases in other languages than Japanese, like Ash's French quotes which are better left untouched. Even if SNK localization could only afford rookie VAs it'd be fine if they had the same passionate and dedicated voice direction as say, the people who dubbed Xenoblade Chronicles, a perfect example of rookies given the right way to shine. This dialogue is absolutely hilarious in how bad it is, but it does make me almost sad SNK and the like are too scared to put in the effort that a lower budget demands for their dubs.

I don't think the problem is the quality of the acting. I think the problem is a) really badly written lines and b) the fact that the voices just don't match the characters' aesthetics. Also, they all sound really similar

They all sound ultra LAME. Acting isn't only about screaming. They have to know about the personality of the character they're dubbing or at least listen to the original.

At this point the Engrish is part of the Character. I think it would be weird to hear Terry without it.

Ash's English voice is actually pretty good, it just needs better direction.
Also Athena's just sounds like Athena trying to do a _slightly_ better English accent

Ash has a competent voice actor but it doesn’t match his personality at all. The evil laugh is fantastic though.

Fun fact about Athena's english voice: Her voice actress is still Haruna Ikezawa (her japanese voice actress).
She can speak japanese, english, and french!

@Noel T. Lat Not everyone is as fluent as she, in all fairness. There was much less of an accent, with her pronouncing Psycho Ball as it's written in English instead of katakana, she's a bit of a rarity.

Kula’s voice is appropriately childish and goofy. I approve. Seems that they didn’t dub her NeoMax, though. Probably because it would take three different voices to do.

I feel like if we were to get an English dub for KOF 15, it would be much better considering the many anime dub VAs that are around.

The crazy part about all of this is that most of these VAs AREN'T THAT BAD. Iori and Ryo especially. Voices like Kyo, Kim and Leona just needed better voice direction. Honestly, I hope SNK tries another shot with English VA's for KOF XV, especially since Atlus helps localize the newer games.
Edit: There is also a KOF arcade shooter called "KOF Sky Stage", and that game used these voice actors. Additionally, there are more VA's than 12 (Kula and Mai's voice clips comes from Sky Stage), and characters who didn't appear in KOF 13 got voices. Rugal, Goenitz, Orochi Iori, Chris Shermie, Yashiro, Orochi, and Kusanagi (Clone Kyo) got english voices. While Rugal, Goenitz, Chris Shermie, Yashiro, Orochi, and Yashiro's VA's are currently unknown for now, Peter von Gomm voiced Kusanagi and Jack Merluzzi voiced Orochi Iori in that game.
I thought Josh Keller was Duo Lon too.
I'm 99% sure that Althea is voiced by Ikezawa (Her Japanese voice actress) in the English dub lol.
As for Sky Stage, where can I find the English dub footage of that game? Just curious how Rugal, Goenitz and Orochi sounds like in English lol.

@@ShinOrochi Nope, KOF 12's credits does not list Ikezawa-san as Athena in the English dub, which is saying alot since both sound really similar.

In my opinion, 8/21 characters shown are decent or good, those characters being Joe, Ryo, Mature, Athena, Kula, Chin, Elizabeth, and Duo Lon.

I'm perfectly aware that SNK isn't a AAA company like Capcom or Bandai Namco, so of course they don't have the funds to hire professional voice actors from the west, such as Johnny Yong Bosch, Kaiji Tang, Roger Craig Smith, etc. Still, it'd be nice if we lived in a perfect world where SNK was capable of having more than enough budget to deliver a top notch dub cast for the characters of KOF.
Even niche games can get decent talent though. At least nowadays.

These could work with better deliveries and lines. As well as good direction.
Kyo’s can work but clearly has too much voice cracking. If he were to change it to sound similar to Kensou and with vigor, he’d do well.
Benimaru’s actually sounds kinda good.
Andy’s works fine with me.
Joe, needs a slightly higher pitch but really it can work as well.
Ash. Eh. Definitely could be better but it kinda grows on me.
Ryo’s seems fine but he needs to have it moderately deep while maintaining a more serious tone.
Robert? The beginning isn’t bad. Just lose the funny clearly waterdowned accent for the ready up animation. Otherwise, he works well.
Iori’s is kinda perfect not gonna lie.
Yeah yeah, could be a bit deeper, but it works very well in my opinion.
Mature is very good.
Elisabeth seems fine. Yeah she’s pretty good.
Duolon is perfect. Calm and efficient with his lines.
Shen’s kinda grows on me. He needs more vigor in it like how he sounds in the second;

Kim is cool. But it seems to differ from the ready up when he performs moves. But I guess it’s cause of him moving fast and needing to apply them with power.
Mai’s ready up line can definitely be better. But everything else is pretty good.
Kula also sounds good.
Athena is. Adorable. So yeah that’s a definite pass.
Kensou needs a more high schooler kind of voice. He sounds like too much of a “laidback guy” but should be more of a coming-of-age teenager. A more so higher pitch. Like Deku from MHA.
Chin works well honestly. Sounds like Roshi a little haha.
Ralf sounds like Goku. Doesn’t quite work as much as it could. Should sound a tad deeper to fit his physique. So he should sound a depth or two lower than Clark.
Clark is practically perfect. Sounds like he’s having fun while on a mission.
Leona is...okay. She should sound just a tad more reserved and quiet. But, Apple Juice is funny and I want more.

It's good to know that Kyo's VA was the VA for X (Mega Man X7), Grey (ZX Advent) and Spring Man (ARMS).
I'd really like to see a KOF game with quality English voice acting and direction that matches the characters. A lot of these VAs are really good, they just either don't fit the character or don't have good direction.

The only one that see fitting is Chin, and maybe a lil bit of Mature and Duo Lon. The voice acting is not terribly awful but it's still cringe worthy i mean come on, "Evil is unforgivable" *Speaks in deep voice* *Continues to grunt and attack in high pitch*. I think the worst voice i would say is Kensou, his english voice doesn't fit his personality at all.

I feel direction is the problem, there's only so much a voice actor, regardless of how talented they are, can do unless there is a director that actually tries to get something good.

Honestly some of these voices aren't that bad like ralf and Clark I think fit very well for them. If snk put more time and money to a English dub it could be very good, honesty if the voice direction was better I think this dub could have been good

Goku Black Well, lots of anime fans will think that Japanese voices are far superior and fits with the characters, but I’m not one of them cause I prefer characters to speak English. My native language is English and if there’s an option for me to change the languages in English, you bet I’m putting it in English. I was okay with KOF XIII’s voices, until I realize XII had a dub, and XIII have them in the data, so I wanted to know how to mod those in.

I always wondered why SNK never Hires many Professional English Dub Voice Actors in any of the "King of Fighters" games, the closest thing was the 2 KOF: Maximum Impact games that does Featured English Voice Actors but unfortunately it was pretty Bad (Cheesey, but still Bad),
But on the Realistic side of things, SNK can't afford to Hire any Professional English Dub Actors is because they're a small Gaming Company with not much Money compared to other big Game Companies like "Capcom," "Sega," "Bandai Namco," "Koei Tecmo" and even "Arc System Works" who have Tons of Money to Hire many Professional English Actors to Voice a lot of Characters in their Fighting Games.
Even Capcom, Sega, Bandai Namco, Koei Temco, and Arc System Works all have fighting games that have characterless English dubbing.
Maybe SNK should be bought by a one of those companies that you mentioned
