Not by giving money to them but helping them into establishing themselves as self earning persons (which can be done by educating them,teaching them some skills etc ).we should think about their future because the money given by one is limited and soon it will end and they have to ask for money to someone again.

To be fair on the first poor example, you made her go back to the shop owner she JUST asked a dollar from when she was dressed nice. I would have been very surprised if the stall owner gave her another. Doesn't help when you do this in crowded areas. I'm sure most of those people probably thought her parents were around.
