Brock beat Rock at Summerslam 2002 and that title became the Smackdown title. Couple weeks after, HHH did win the world title when he was awarded it and defended it against Flair. But then Michaels beat him for it. Which he then beat for it a month after. I'd say HHH's Reign of Terror didn't officially start until Mania 19 when he retained against Booker T.

Tony Khan is a billionaire and is paying his top guys big money. AEW has better overall wrestlers too.
