Looks like a junior track.

It is a bit smaller than the others locally in the US and much smaller than European tracks but the racing is incredible. Costa Mesa Speedway has been a staple in US speedway since the 60s

So as far as I know they just go by Speedway bikes. The two man rigs are called sidecars. I’m not sure if there is a more official name for them or not.
