@blunderbuggy2 haha, I know , but it has also to do with the balance of the lure body. Not just any piece of wood with a diving bill will have such a lively action. Especially the hunting action is hard to duplicate.
@andy mayer the so called scatter lips (they are called saddle lips around here) have been around for decades in Finland, but no one else seems to have been interested in them before rapala made the move and released them. I've read that there was some discussion about rapala releasing them in the 90's but that they did not think that there would be any market for them outside of Finland so they never did.
this doesn't look like scatter lips...this looks like the action of DUO...I've already mastered how to make them swim like this...but the scatter lips I cannot and won't try b/c I don't like them anyhow.

How do you do it? Balsa wood, wide round lip? What about the weights? Only in the front side of the lure?
