I walk topless outside everywhere and don't care. Ofc I have to wear shirt when I go inside, but will never wear something outside and don't care. Only countries I was required to wear shirt outside was Turkey/UAE, that's why I will never go there again.
I was topless once last summer. It's fine if there aren't that many people around, I generally don't really care as long as I actually don't get in trouble. Also, I wouldn't want my coworkers to see me break any dress code social norms.
