For some reason, Revit will not let me connect the roof. It just makes it with a slight slope. There is not even connected to make a roof.

However, you can create roof plan in any level. Whichever level you choose, serves as the reference point.

No, roof plan on the roof level not on sheets. You can arrange your sheets for plotting after that.
