Mickey is never at Plaza Gardens breakfast (only dinner), because in the mornings, he's greetings guests at the Main Entrance, so he can't be in 2 places at once :)

if disney wanted to, he could. Disney world has a character dining that has all the characters and you still meet them in the parks, so it's possible.

We did the princess dining with our 6 year old daughter for her birthday in May. Best thing we did to avoid the queues for the meet and greets. She got to meet Mulan, Cinderella Mice, Cinderella, Snow White and Ariel. She was over the moon
