dude my dad went there in 2016 for like two months, taught a bunch of kids how to skate, got them boards, mans got shaved in the river. He seen this strange dead monkey/ man thing. Crazy place there, it’s so beautiful and interesting, ik the chances are slim but I wonder if my you guys came across the same people??

Most people are just struggling to survive there, and don't have a lot of time to worry about cleaning things up, and the ones who do are typically not trying to spend their resources on the poor people. Couple that with open systemic corruption, and that's why.
