It requires all backseat passengers to wear a seat belt, including passengers of ride sharing services. ... Until now, passengers over age 16 were not required to wear seat belts in the rear seat in New York.
A lot of times NYC has stricter laws than the state. But i don't know for sure if thats the case here and i don't really care enough to look it up lol.
